1. Neijiang Overview

          Located in the southeast of Sichuan Basin and the middle section of lower reaches of Tuojiang River, Neijiang was once founded as a county called Hanan or Zhongjiang during the Eastern Han Dynasty (25-220), which has a history of over 2000 years. Neijiang Prefecture was founded in 1950, and was rebuilt as a province-governed city in 1985. In 1998, Neijiang was divided into Neijiang city and Ziyang area under the approval of the State Council. The city now consists of Shizhong District, Dongxing District, Longchang City, Zizhong County, Weiyuan County, Neijiang Economic Development Zone and Neijiang Hi-Tech Industrial Park, which includes 107 townships, 1649 administrative villages, 14 street offices and 334 communities with a total population of 4.2 million. GDP of Neijiang reached nearly 130 billion yuan in 2016, making it one of the largest economic centers in Sichuan. Neijiang, with a long history of sugar refinery, had a high production of sugar which accounted for about 50 percent of the whole country when the planned economy prevailed. Therefore, it’s also renowned as the “ Sweet City”.
          Neijiang, the central city of Chengdu-Chongqing Economic Zone, enjoys advantages in its position, because it is not only located in the major joint of Chengdu-Chongqing urban agglomeration development belt, South-North Grand Passage development axis from Yunnan and Guizhou to Shaanxi and Gansu, and South Sichuan Economic Zone, but also the major joint of Hu Line and two economic lines of 318 National Road. As it connects Chengdu and Chongqing, the city is crowned as “South Sichuan Throat” and “Bashu Fortress”.
          As one of the national highway transportation hubs as well as the major joint of the second largest transportation hub in Sichuan and Southwest China’s land transportation, Neijiang enjoys great convenience in transportation. There are 6 highways built across the city including Yinchuan-Kunming Highway, Xiamen-Chengdu Highway, Chengdu-Zunyi Highway, Neijiang-Suining Highway, Neijiang-Weiyuan-Rongxian Highway and Leshan-Zigong Highway; 2 highways under construction or ready for construction including urban transit highway and Chengdu-Yibin Highway; Nanxi-Neijiang Highway as well as its extending lines; 2 highways in preparation including Neijiang-Dazu Highway and Jinyan-Zizhong-Lezhi Highway; 6 railway lines including Chengdu-Chongqing Railway, Neijiang-Kunming Railway, Longchang-Huangtong Railway, Ziyang-Weiyuan Railway, Guide-Lianjie Railway, and Chengdu-Chongqing Passenger Railway Line; 2 railway lines under construction including Chuannan Intercity Railway and Lianjie-Leshan Railway; 2 railway lines under planning and demonstration including Chengdu-Tianfu Airport-Zigong Railway and Mianyang-Suining-Neijiang Railway; what’s more, high-speed railway will cover all counties and districts in Neijiang city except for Weiyuan County.
          Neijiang is home to numerous outstanding figures such as traditional Chinese painting master Zhang Daqian and famous journalist Fan Changjiang, and therefore is world-renowned for "Hometown of Daqian", "Home of Calligraphy and Painting Art", and "Home of Culture”. It has nurtured enormous talents including the teacher of Confucius Changhong, the prime minister of Southern Song Dynasty Zhaoxiong, the Rites as well as the Grand Secretary of Pavilion of the Imperial Library of Ming Dynasty Zhao Zhenji, three champions of imperial examination in feudal China including Fan Chongkai in Tang Dynasty, Zhaokui in Southern Song Dynasty and Luo Chengxiang in the Qing Dynasty (the only champion from Sichuan during the Qing Dynasty), four masters including Zhang Daqian, Zhang Shanzi (another traditional Chinese painting master), Fan Changjiang, and Yu Peilun who was granted the title of “Great General” by Sun Yat-sen. There are also a group of famous constructions, including the Stone Archway of Longchang which is honored as “Stereo History”, the Shengshui Temple which is known as “The Top of Buddhist Temples in Sichuan”, Xilinsi Temple, cliff inscriptions of Chonglongshan Mountain, the Thousand-Hand Kwan-yin of Donglinsi Temple, the Confucius Temple of Zizhong which is among the top of the four Bashu Confucius temples, and Wu Temple of Zizhong built in Ming Dynasty. As for the natural landscape, there are vault topography in Weiyuan, Karst Cave in Shenglingshan Mountain, Tianchenghu Lake characterized by many twists and turns and Guyuhu Lake, a birds watching base.
          As one of the three cities which have National Economic and Technological Development Zone, National Hi-tech Development Zone and National Agricultural Science and Technology Park, Neijiang enjoys flourishing industry with various categories and vitality. It has brought about five industries with local advantages including metallurgical and building material industry, machinery and automobile accessories industry, food processing industry, pharmaceutical and chemical industry, and power & energy industry; three high-tech and strategic emerging industries including high-end equipment manufacturing industry, bio-pharmaceutical industry, and new materials industry; three high-end growth industries including information security industry, energy conservation and environment protection industry, and shale gas industry. Additionally, the city boasts six industrial bases such as automobile (motorcycle) parts and units manufacturing base and electronic information base. As an old national industrial base, Neijiang is required to transform its industrial structure. Besides, it is listed as a national trial city that will develop people-oriented information technology, and a demonstration city for “Broadband China” strategy.
          Neijiang is an authorized regional central city in Regional Planning of Chengdu-Chongqing Economic Zone forits beautiful environment. The locals are now work to build it a city covering an area of 100 square kilometers and accommodating a million people. The central urban area now covers 76.2 square kilometers with a population of 626,900. Tuojiang River runs through the city, making it a habitable city.
          Neijiang is a national commodity grain base, a major production base of grain and other cash crops, and a trial city for aquatic products industrialization because of its rich resources. Tarocco blood orange, mustard tine, seven stars pepper, Zhou radish, lemon and other 17 breeds have been awarded as non-harmful products. “Longchangsu” orchid has been certified as a brand with national geographic indications. Tarocco blood orange from Zizhong has obtained national green food certification. “Zizhong Catfish” and “Yongan Opniocepnalus argus var Kimnra” have been awarded as products with national geographic indications. Its major energy and minerals include coal, natural gas and oil shale. The known reserves of natural gas reach more than 60 billion cubic meters, shale gas over 500 billion cubic meters, coking coal 75.098 million tons, limestone for cement 108.21 million tons, and ?quartz sandstone for glass 75.7646 million tons.
          The requirements of central committee’s overall progress in economy, politics, culture, society and ecology, Four-Pronged Comprehensive Strategy, new development philosophy and requirements of party committee of Sichuan Province for governing and rejuvenating Sichuan have been conscientiously implemented in Neijiang in 2016. We will focus on our goals as follows: initially making breakthroughs in secondary industries or regions in Sichuan and improving living standards of the public to moderately prosperous level in all respects; building a major transportation hubs connecting Chengdu-Chongqing urban agglomeration development belt, South-North Grand Passage development axis from Yunnan and Guizhou to Shaanxi and Gansu, and South Sichuan Economic Zone; establishing supporting service centers for megalopolises in Chengdu and Chongqing; and creating a new “Sweet City” that is more livable and beautiful and easier to find jobs. We will maintain our strategic focus, continue to develop in a scientific, faster and targeted way in order to achieve transformation, implement the Three Major Development Strategies in a greater degree, and carry out works in a coordinated way for stable growth, structural adjustment, reform, livelihood improvement and risks prevention, thus enabling the safe and sound development of economy and society. Regional GDP in Neijiang reached 129.77 billion, an increase of 7.8% (among them, the value added in agriculture, industry and service sectors increased by 4.0%, 9.4% and 8.3% respectively); fixed asset investment across the city totaled 90.55 billion, up by 12.7%; total retail sales of consumer goods reached 46.05 billion, an increase of 12.7%; general public budget revenue in local areas reached 5.37 billion, an increase of 11.4% according to the same indications of last year; per capita disposable income of rural residents and urban residents reached 12,491 yuan and 27,986 yuan respectively, an increase of 9.3% and 8.5%. All of these indications showed that Neijiang has got the 13th Five-year Plan off to a great start.
          Thanks to practical and active performance and a list-oriented approach, various works has been advanced and stable progress has been made in the economic and social development of Neijiang in the first quarter of 2017, which marked a success from the very beginning of this year. During the period, economic development has gained a good momentum. Major economic indicators were superior to the expected ones in earlier this year and the same period last year. To be more specific, the regional GDP increased by 8.4%, 0.6 percentage point higher than our goals, and an increase of 0.7 percentage point compared to the same period last year. General public budget revenue in local areas rose by 9.0% according to the same indications of last year, 1 percentage point higher than our goals. Value added in large-scale industry increased by 9.7%, 0.2 percentage point higher than our goals, and 1.2 percentage points higher than provincial average. Value added in construction industry rose by 9.3%, 1.2 percentage points higher than our goals, and 5 percentage points higher than the same period last year. Fixed asset investment across the city increased by 13.3%, 2.3 percentage points higher than our goals, and 1.3 percentage points higher than provincial average. Total retail sales of consumer goods rose by 13.4%, 1.4 percentage points higher than our goals, and 1.1 percentage points higher than provincial average.
          We firmly believe that with concerted efforts in the future, Neijiang will perform better in terms of economy, culture, democratic mechanism, social harmony, ecological progress and people’s livelihood.
